How would you know if your country had been stolen from you?

If this 700 billion dollar bail out goes through, what good is Congress for? They are not needed to declare war, and with this bill they will not control the purse.
Only congress can control the money and declare war. They are being made irrelevant. All power is gravitating to the executive. No Congress, no voice, no Constitution!
